13-Is the project champion position vacant or perceived as weak?

15-Is the probability of failure greater than 25%

17-Are 30% or more of the key positions vacant? (Yes = bad)
18-Are 70% or more of the key action commitments completed on schedule or progressing adequately? (Yes = good)
