9 – Is the project manager assigned full time to oversee the project?
10 –Have teams been assigned full time to permanently manage the project?
11–Has a team been established to quick assess and start the project? 12–Is the size of the project team appropriate? 13–Does project sponsor have the proper authority, means and resources to accomplish the project’s mission? 14-Does the SM/ PM delegate tasks appropriately? (No = bad)
