8 – Has management favorably committed to perform the project in the right way?
9 – Is this team “learning by doing”? (yes = bad)
10 – Does management show its physical presence at team meetings?
11 – Is 30% or more of the budget committed for training?
12 – Do staffers report to work, while they are sick? (Yes = bad)
13 – Does SM create/ accept/ tolerate a culture that permits:
*Experimentation
*Iteration/ Frequent testing
