* Are/have contractor personnel and equipment sitting/been idle for an extended period of time? (Yes = bad: Cost/audit issue)

* Did long delay occur between mobilization/assembling resources and the actual start of the project? (Yes = bad: Cost/audit issue)

* A sufficient cushion exists to protect the project from unexpected setbacks? (No = bad)

47 – Are people working unusually fast? (Yes = blue possibly a safety issue)

48 – Can SM/PM give an objective estimated time to complete to achieve higher output? (No = bad)

49 – Does SM/PM use a multi-disciplinary team to resolve actual/potential issues? (Yes = good) Does it include people from:

* Operations

* Planning

* Finance

* Labor relations

*Safety
